We are pleased to share ILAP’s latest Annual Report with you. In 2023, ILAP celebrated our 30th anniversary. This report highlights 30 years of impact, details our fiscal health, and demonstrates how supporters like you are advancing immigrant justice in Maine.

Last year, we also celebrated the successful conclusion of our $4 million Impact Campaign, which has supported ILAP’s growth since 2020. Thank you to all the annual fund and campaign donors and other supporters who made our work possible in 2023!

Mapping Our Impact

When ILAP began as a volunteer-led effort in 1993, the organization helped 15-20 immigrants per year.

ILAP became a standalone organization in 2000, serving 826 immigrants through direct legal assistance and 700+ through education and outreach events.

In 2023, ILAP helped 6,399 people in all sixteen counties through our direct legal services and community legal education. And our systemic advocacy efforts benefitted communities across the state and beyond.

2023 Case Types

Over the last 30 years, ILAP has helped tens of thousands of immigrants who have come to Maine from over 150 countries around the world. The map below shows the countries of origin of our clients. We are proud to work and learn from the incredible immigrant communities who have made Maine home.


Journey Toward Justice

On a winter evening in 1993, the Honorable Peter Darvin invited Beth Stickney to come up from Boston to meet. Peter, then an attorney with Pine Tree Legal Assistance, had seen a large increase in requests for immigration legal aid and knew that existing services would not be able to meet the demand. By the end of the meeting, ILAP was born.

What began as the seed of an idea led to the start of a volunteer-led initiative that has grown into a 25+ staff organization serving thousands of immigrants and their families every year.
